Does taking out the 1060 change anything? And where do you get the 15% usage figure from?

Are you sure that the 15% reading is related to the 1080Ti? And do you feel like the in-game performance is also bad or is it just the usage reading that's low but performance is normal?

Yeah i got hight Stutering and massif FPS drop . and no i can tell you the 15% are related to the 1080Ti because i can watch both at the same time and the 1060 run at 0% because i dont use it at all . only for streaming
There a tiny exemple of my current Usage

Right, well again, try removing the 1060 and leaving just the 1080Ti in, and you could also try using DDU to remove the current graphics driver and install a fresh one off Nvidia's website just in case.
