windows hotkey program

there was this older driver program i had a link to previously, it was a large program allowing you to make Keyboard hotkeys for hundreds of diffrent windows controls, so you could put those hotkeys into things like my new Razer tartarus V2, anyone know the name of this program? i really need it

actually, the software is not trash. its been arround for a long time and allows you to set hotkeys to thousands of things that No other program offers. and its 100% free. Razer synapse has very little features, and very little options for macro. i cant even set a hot key to paste a Set of files into any folder i have selected on the screen. or control my Philips HUE devices without other programs required.

Whenever people are asking about hotkey programs, my mind immediately goes to AutoHotKey.

But from the features and UI you are describing it doesn't sound like AHK. :/
