what is the cheapest way to make a 4 monitor setup work with hdmi?

I suppose get 4 HDMI cables and plug them in would be the cheapest way, if you have 4 HDMI outputs on your system. But I assume you are asking because you don't have 4 HDMI ports. We'd have to know what you do have in order to make suggestions on what to do.

Most today's mid end GPU have up to 5 port.

But usually comprise of DP port.

Get a DP to HDMI to use the dp output.

Or if you don't have a gpu already, get two cheap $10 gpu and run 2 hdmi each.

Those cheap gpu usually have 2 or 3 output, vga, dvi and hdmi.

To use the dvi get a dvi to hdmi adapter.

Hdmi is a 1 port - 1 screen technology, no splitting ports for more screens
