************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

<configuration>
    <system.windows.forms jitDebugging="true" />
</configuration>

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

Looks like some 3rd party app (Synapse) is not able to find the assembly it is looking for.

When does this happen? Did you launch an app or at startup of Windows?

https://www.razer.com/synapse-3

you may want to reinstall this app.

On startup. Would that explain why steamVr is not starting and just closing imediatily?

I started having the same problem today and no fixes I was able to find online anywhere have helped. I did manage to get it fixed though. Go into "Add Or Remove Programs" and for all of the Microsoft Visual C+ versions that are installed, you have to click on each one and click modify. Then click repair instead of uninstall. After you do this to them all restart your PC and it should work fine. Also wanna note (I don't know if it made any difference) I stopped all Razer related services and ended and razer related threads in task manager but I started this). There are also a couple of those C+ versions that will not let you do anything other than uninstall them, do not worry about those just repair the others.
