Steam download speed

So i've been having this problem for quite awhile where my steam download speeds are stuck at 200-900KB/s but other launchers like origin,battlenet or epicgames for example still get my normal download speeds which is around 10MB/s. And my steam downloads used to be normal on my older pc. I have tried changing regions on steam, clearing download cache and excluded steam in my antivirus but none worked

 

Speedtest: 73mbps download and 40mbps upload

You don't have any bandwidth limits set in Steam by chance do you under the Downloads setting?
