How to decompress a x264 video clip

I have a x264 video clip in mp4 format. I want to cut a small part from it. But I cannot do it because the key frames are too far apart.

How do I change it into a format that does not have key frames, so I can cut it exactly where I want?

On top of what has been suggested above by @Firewrath9, maybe Handbrake can cut this part of the video out, if you also convert it?

If you don't know how to do that:

1. Open Handbrake

2. Load the video into the program (drag and drop or press the button to choose and select

3. Setup the parameters you are looking for

4. Change chapters up top to seconds:

5. Select the 'from/to' time you desire:

6. Press the start encode button

It will lose quality, just not very noticeable (if at all).

I got ~8GB down to 1.5GB for a 2 hour video with the HQ preset, Quality slider at 18, FLAC-AAC.

Problem is that it takes a while to run, especially on laptops.

You must have good eyes because I see no quality loss at all.
