For starters, you definitely don't need to spend over a thousand to get a solid performing gaming PC.

As for securing funds, the tried and true method of mowing lawns in the summer and shoveling driveways in the winter worked well for me when I was young, although it's a slow process of gaining money.  Ask for gift cards / money on gift giving holidays and slowly build up the money to make it happen.  It might take a while but I think you'll find it will be very worth all the effort.

Build v3: AMD Ryzen 7 2700X | Noctua NH-U14S | Gigabyte B450 Aorus Pro ITX | Gigabyte RX 5700 8GB | 16GB G-Skill Trident 3200MHz | EVGA Supernova 750B | Phanteks Enthoo Evolv ITX

At minimum you should get 3000mhz ram, for Ryzen 2000 or 3000 I'd recommend 3200mhz.

Main Desktop: Cpu - I7-8700k @5ghz | Mobo - Asus ROG STRIX Z390-E | Gpu - Asus ROG STRIX 2080ti OC Ram - G.Skill Trident Z RGB 16GB 3200mhz | Aio - H100i Pro RGB | Psu - Evga 850 GQ | Case - Fractal Design Meshify C White | Storage - Samsung 970 Pro M.2 NVME SSD 1x 1TB 1x 512GB / 1x Seagate Ironwolf Pro 4TB HDD |

TV Streaming PC: Intel Nuc CPU - i7 8th Gen | RAM - 16GB DDR4 2666mhz | Storage - 256GB WD Black M.2 NVME SSD |

Phone: Samsung Galaxy S10+ - Ceramic White 512GB |

If you ask for a Mid Tower case recommend, I will 90% of the time recommend the Fractal Design Meshify C or S2.

I call BS on there being no grass in SoCal.

Start a lemonade stand. There were a pair of 7 year old kids that were absolutely killing it when I went to SanFran a few years ago.
