Depends on your budget/size constraints. 

Personally, I just throw a Coolermaster Masterliquid Lite 120/240mm in whatever build I'm putting together for friends/clients. Great price-to-preformance ratio.

If you're going balls to the wall all out budget and are looking for the MOST reliable BEST cooler you can get, get the Noctua NH-D15. 
It's $100 but it's an absolute beast of an airtower that out preforms most if not all AIO watercooling setups. 

My rig:

CPU: Ryzen 5 3600 3.6Ghz, OC'ed to 4.2Ghz all core @ 1.25v + Corsair H60 120mm AIO

MB: Gigabyte B450 I Aorus Pro WiFi

RAM: Kingston Fury Beast RGB 32GB (2x16GB) 3600mhz CL16 (1-to-1 Infinity Fabric enabled)

GPU: Gigabyte RTX 2080 Super

*bought for $200 CAD off a friend who needed an RTX 3080, price was my reward.

The stock cooler is fine, if you want something quieter get like a Scythe Fuma 2 which are $60 or less.

i have no idee of the sound level. its summer here and 30c in my room so i have a windmill on max. 
its the rgb of the stockcooler thats not nice.

You could always unplug the USB header coming from your cooler, that'd disable the RGB

That case doesn't have the best airflow but it should be fine even all closed up.

 

Probably just get a big ass noctua cooler then if you don't really care about the price and just want "the best", just make sure it's the AM4 version

Also obviously just make sure it fits with your VRM heatsink and RAM, as long as those things aren't too tall it'll be fine.

Extra Thermal Paste if you don't already have some lying around, that's some of the best.

money is thight so less is good. butt if there was perfection i was willing to go to 150euro. 
but 50euro is also good. if it fits in the dark theme.

Then just get a Fuma 2, and some Thermal Grizzly Kryonaut paste.

The last one I linked was liquid metal lol.

I'm not sure but you should make sure to unplug the rgb connector when using the usb header.

I'm not sure why most people haven't suggested a be quiet! Dark Rock (Pro) 4 to go with the "dark theme". The DRP4 is near the same tier as the NH-D15(S).
