I live in the Netherlands and I wanna buy the Cooler Master MWE Gold 650 Full Modular PSU but on tweakers, it says it's not EU certified should I worry about this?

If it's being sold in your country then I don't see how it would raise an issue.

Pretty sure anyone can just edit the specs on Tweakers, so don't take those are pure facts. Take the manufacturer's website as fact:

The second one, CE, is a European standard for health, environment and safety regulations, so look good there.

Furthermore, Hardware.info (Netherlands) reviewed this unit too, don't think they would review a unit that won't work in the Netherlands: https://nl.hardware.info/reviews/8903/cooler-master-mwe-gold-voedingen-review-kan-een-80plus-gold-te-goedkoop-zijn

The MWE units are very good as well, Tier A (second highest) on the PSU tier list here:

1) what System

b) a 450-550W be quiet Straight Power 11 should be better and not even more expensive...

Bitfenix Whisper M is also a good option.
