Does RAM usage (while gaming) increases as we increase RAM capacity?

I have been playing AC Odyssey, my ram capacity is 8 gb(2400mhz) and the usage goes upto 7gb.

I notice huge fps drops in cities. 

Will adding more RAM help to achieve stable and consistent fps?

other pc specs-

i5 8400

gtx 1060-3gb

You're probably having issues because of the GPU you have, but getting more RAM will probably help.

If the game want's 7gb it will lag.

Windows itself used 2-3gb, since you have only 8, 3 more gb of your game memory are moved to the hdd.

In cities there are more items to be calculated by the gpu and cpu, and hence more memory needed.

The more memory you have,the more Windows will assign it to programs.  For my system, Firefox uses over 1.5 - 2+ GB RAM
