That's called COD and when you order items internationally through ups/fedex/dhl instead of regular mail there often are delivery and import charges.

Hello there, Newegg has just started shipping for India but also i've heard that, internationally ordered item arrives at promised day but at the time of delivery that courier carrier asks for additional payment and after questioning him he will say that, it's mandatory charges for shipment from international market place. Is it true or it's just for different purposes or for sites? I live in India and i have to buy pc components from newegg so, can anyone please help me out?
