The 212 Evo isnt a great cooler, you shouldnt expect a great overclock with it. If you wanna go further you'll definitely have to look into a better cooling solution

He can always change the fans to quieter higher performing fans.  Why is it bad ?  It will go head to head with noctuas cpu cooler and what not.

The cheaper noctuas, like the u12s, perform better than the 212.

But OPs trying to put a fair overclock on, which just can't really happen with a mid range cooler no matter how fast the fans spinning. If I had to recommend anything it would be a D15 or Dark Rock pro 4.

There's no way you're getting 4.9 GHz on 1.096V.

woah!!!!!!!  This would mean at 1.3v he should get 6Ghz easy lol

My guess he's either at 1.296 and has a very nice chip or he's at 1.396 and is frying his chip.

Idle or load? Because Intel has had issues with chipset letting CPU to draw way more power than actually needed. What you are seeing is bit over what you are supposed to be seeing, but without voltage limits, I would say 84C+ is normal with 212. Set manual voltage (NOTE! Not undervolting, just setting it to 1.20 at most or something like that). After that you should see 75-80C under stress test. Based on values I've seen people getting after they change voltage settings and disable automatic OC.

You need to stop running the test that takes your cpu to 96c or else your gonna blow that sh*T up.  Just use it and stop stressing it.  Im assuming at full load under normal situation your chip will be in 70's c on full load.
