Brave is Chromium based, so normally I'd say toggle the appropriate chrome://flags option, however, it appears Google removed the flag to disable the Download Bar a long time ago. You might find a Chromium Extension that offers similar functionality, but your mileage may vary.

Microsoft windows is a terrible operating system. It's cluttered, it's messy, it breaks sometimes, and it's non-intuitive. This is coming from someone that knows the ins and out of it.
