Restart explorer.exe or the whole computer, win 10 just being win 10...
You can in fact use computer without explorer at all.

Hey, I did get it. I got in on sale a few months ago for $85. Super solid, no flex. The RGB looks fantastic, best rainbow wave I've seen. The Silver speed keys feel amazing. At first, they were hard to use because of the super light actuation force. But after a couple of weeks I got used to it and it is the best keyboard I've had. Amazing for gaming, the typing experience is good but a little difficult again with the actuation force.

when i said i had 850$ budget i meant for the gpu only ofc , monitor budget isn't a problem right now i work for a company in my country that sells TVs and monitor , laptops ect.. i can get decent monitor for 25% discount , max quantity 2 per year

2070 is a bad value, I'd go for the 1080 Ti or 2080, both perform about the same. 8600K will keep up fine, especially if you OC it. At 1080p my 5Ghz 8600K kept up with SLI 1080s or a 1080 Ti no sweat, at 1440p it'll fare even better as more load is pushed on the GPU.

Usually when a client comes in I makes sure he isn't a "Prick" before I recommend stuff, if it's a "Prick" I'd recommend the GTX 1080ti and charge him a extra 10%. But LTT members are rarely "Pricks" so go for the RTX 2070 it's got a 1080s performance with the latest so called "RTX" if you're running a 1440p monitor, if you got 1080p go for the 2060. Any higher its waste of money.

The wires leading directly to LED ofc. And only them. Others lead to motor which you don't want to temper with.

Cut the LEDs off. Use electricians tape for any exposed wires.

Temps won't change more than degree or two. If your max load would be at or over 75C, then it might change. But 67C max with tiny cooler is already very good.
So I had to look at reviews, and it really comes only with single pair of those clips. With extra's nowhere to be found. Its tad odd as other budget coolers come with extra pair. Anyway, you can contact Thermaltake and ask if you can buy from them. Or you can buy separately and risk that they don't fit. Or you can DIY with zipties or bent your own from thing steel rods.

First post for you, woo! Welcome lurker!
Unfortunately I don't think you can source a 2nd fan bracket,
but why not apply an age old Linus method???
Zip ties, or better yet find some black wire that you can bend into the shape you need.
Jumbo paperclips work wonderfully, or if you can manage bending and cutting a coat-hanger even better!
I'm interested to see what you come up with
