How are you trying to connect to it? Are you using the connect panel (Windows key + k)?

It will probably not be worth, it is such a small upgrade, if you do not have a g-sync monitor you could consider something on the amd side, but we need to know you budget

the gtx 1080ti is listed on the nvidia site for 699$ while you find cards from the partners from 650 to 750
this gen you have to consider that the founder edition of the rtx series as a cooler similar to asus/msi and it costs around 100$ more than the recommended prices (the one they have announced at the presentation) so i think that the rtx 2080 ti will cost between 1050$ and 1150$ in usd

can we know how much would you like spending?
the upgrade to a new cpu+ddr4 memory really makes the difference 
you should also consider a gpu
maybe and i3/i5 new gen with 8 gb 2400 ddr4 memory and a 1060 or something in that price range
if you wait 10 h you will see the next lineup of nvidia graphics card

then you should be good they will not run in dual channel but you still get a 12 gb memory

in overwatch i can get 80/90 hz @ 4k ultra details with a 6700k not oc and a gtx1070 not oc (just turbo bust)

There are no chipset drivers for this motherboard for Windwos 7, only for XP. Also it has a nVidia nForce 430 chipset. Actually I have only installed the GPU driver, everything else just works. And the XP drivers won't work in Windows 7 x64.
 
The new CPU will probably arrive in 1-2 days, but I'll be able to test it in Saturday. Will let you know how it goes.

and also this could mean a lower price

I'd probably say about $650/maybe $700 or even a bit more, although I don't really know the common used prices in the US(?), as I live in Europe.
I mean considering the fact that you can hear air bubbles which kind of reduces the subjective worth(to me anyways), you're probably going to get a little less...
Also, I agree with @mymande; putting in an SSD would likely make it easier to sell the PC and may even allow for a higher price.

it depends, an old laptop could have settled ram so before buying you should disassemble your laptop and then you can decide which ram you want to buy.
also by disassembling you can see if your laptop support more than one module and see if you can upgrade your capacity of ram 

have you installed the ram in the corret place/order?
have you tried putting the gpu into another slot?
