Better to ask now than not know when you build
Pretty sure the 990 is better. But, is this for a gaming PC? If so, a really high end SSD isn't as much of an improvement over a decent SSD like a Sabrent Rocket, which would probably be cheaper.
You wouldn't really notice the difference between the 980 and 990 at the end of the day. So if those are your only real options the cheaper is my recommendation

These products are identical, they are both the same thing made by Samsung.
Not sure why the seller would make the distinction between laptops and desktops, it seems needlessly confusing on their part.

You have a system a lot of people wish they could have. It makes no sense to upgrade your PC unless your needs are not met. Making small improvements is one thing, but planning an entire system upgrade seems like an unnecessary waste of money.

No need to replace a system just because it is aging. Do not consider an upgrade simply because the socket is no longer getting CPUs - it only matters if your computer is no longer useful for what you need it for.

Ordered all the parts. Can't wait! This is the first high-end PC I built for myself. The last PC I built was in 2015. It had an i3 4160 and a GTX 960. For what it's worth, that PC is still in use in parents' house, split into 2 builds. The GTX 960 can still play today's AAA games!

id say pretty much half of my old intel chips that are stilling running have a similar spot, and continue to work fine to this day afaik. the only one i still have a few similar looking spots that still functions fine is my old 6600k. you can try cleaning it carefully with some 91%+alcohol, see if it goes away or gets less noticeable. it's a spot you can't see and isn't effecting the performance, i would leave it alone and call it a day. if it ain't broke, don't fix it kind of thing imo.

This type of discoloration is actually fairly common, I've handled a few CPUs with this. If the CPU is functioning properly, you have nothing to worry about.

A bunch of 4th Gen Intel it was a bit more common, the 4570 and the like from what I remember. Also seen it on a few coffee lake CPUs

I think I found solution, it was something called Realtek (R) audio I just uninstalled the driver and it works for now.

This is going to be the culprit, you're pairing an unlocked i7 with a budget B760 board. You're essentially crippling your CPU. I'd recommend getting a Z790 motherboard. If you are in the US the Z790 Gigabyte Eagle AX has been on sale for around $185 the last couple weeks. It's a solid board I've used in a couple of builds. Alternatively, there is the ASROCK Z790 Lightning which is pretty much the cheapest you can get a Z790 with WiFi built in if that's a must for you, I've had pretty solid experiences with ASROCK in recent years. If you'd like to see all of your options, use PCPartPicker and input the rest of your system components to ensure you find the right board.

As long as they are actually making contact underneath the cold plate, it's fine. Notice that the edge there isn't even going to make contact with the CPU - the cold plate has a raised section. So that part of the heat pipe was never going to be useful for transferring much heat away.
It's the part of the cold plate directly over the CPU die that needs good contact with the heatpipes, and you can't see that here.
If you shine a flashlight at it, does light come through all the way to the other side? If not, it's making contact in there.

It is worth mentioning to people who haven’t been regularly working with older generation hardware, an 8700k runs at sub 90 watts full tilt. You can OC it slightly on the stock cooler. This isn’t like the 14700k and it’s 300 watt power draw.
A 500w psu and a 4060ti with that 8700k is fine.
