Oh ok, yeah I ran a lot of time spy’s and the GPU score averages were as follows:
@+600MHz 10490
@+800MHz 10540
@+1000MHz it was 10600
So I guess the answer is, higher the better for this card.

Yep I saw that, also the 750W is on a large discount from £139 to £89, so I think I might get that one to give me a little headroom for the future and as Nvidia lists 650W as the minimum for the 2070super

dont check task manager for usages. when i play MW it reports 0% gpu usage. use msi afterburner instead. i would also suggest using ultra settings maybe thatll bump the gpu usage and take off some of the load off of the cpu

pretty sure the 7700k will bottleneck a 3080
it is a 4/8 cpu after all...
but its just a theory, we will know after the benchmarks

That's a bad idea. Downsampling always means a bit of blur on a overres screen, no finer details there.
Also OP clearly wants high refresh rate, if he can afford 4K 144 then I dont see why he would bother with 1440 144...

There are none. Either you take 27", TN, or 1080p

Can't find any 24 inch versions, 27 is as small as it gets from what I can see. There are 4 27 inch versions of what you want:
