I'd reinstall to be safe. At best, Windows will ask to be reactivated. At worst, your drive is trying to load up a lot of old motherboard and chipset drivers and crashing.

Very good price be sure that the bios for the gpu is not mining bios. Make the seller flash the bios or do it by yourself.

Will you get FreeSync? that's the main different between the GTX 1070 and GTX 980 Ti nowadays... both perform on pair with each other... the 980 Ti will be ever so slightly better at a considerable higher power draw but ultimately the main differential is how Pascal has Freesync support while Maxwell does not.

GTX 980ti and GTX 1070 trade blows. Overclocked 980ti was usualy able to just barely outperform overclocked GTX 1070 but it really comes down to what games you play.
Both of them significantly outclass the RX580.

If you're spending up in the neighborhood of $230 you might consider a used Vega56. I've seen them go as cheap as $240 and it will outperform all of these cards. Out of these, I wouldn't recommend the 580 due to performance and I wouldn't recommend the 980Ti due to age. 1070 or Vega56 imo

The stock cooler is plenty for cooling and you should experience how it sounds before deciding on whether or not to replace it.
If you get an i5 or i7, it should come with a better cooler with a copper core.

My mother's PC has a g4400 and has the stock cooler and I swear it is the quietest PC I have ever seen, it is dead silent with a 200mm front intake and a 120mm exhaust
