You'd have to make each surface atomically flat, which is incredibly difficult. And it would still take very little to ruin the flat surface.

IPC stands for instructions per clock, it means that how much instructions the CPU could do per clock
the higher the IPC the better the CPU

Instructions per clock. It's how much work a CPU core gets done per clock cycle. Combined with the clock speed that determines how much performance you get per core.

What are you doing with the PC? It "might" not be as good in gaming but should be better at anything multi-threaded. The 4930K should be easy to overclock assuming the motherboard is any good, but most X79 boards are pretty good. I personally still use the X79 platform with the Xeon equivalent to the 4930k (E5-1650v2) overclocked to 4.5Ghz and have no complaints about performance. My machine is mostly used for gaming at 1440p 144hz these days.

Not having thermal compound isn't going to destroy your CPU, but you really should have some. If you do, then before you apply it, you should completely clean off the older thermal compound from both the heatsink (the part where it touches the CPU) and the IHS with some isopropyl alcohol before adding the new stuff. You should probably do this with a microfiber cloth, but even a paper towel or a ball of cotton can do it as long as you don't leave anything on the surface.
As for temperatures, 65 degrees C is safe.

CPUs bottleneck your refresh rate/max fps
GPUS bottleneck your resolution/quality settings
Your CPU should still be enough for at least 100fps in the average AAA game
You don't need to change your refresh rate from 144hz down for anything.
Probably just grab an RX 580 8GB so you can get a free-sync 144hz display later, they'll be some of the cheaper displays anyways.
What budget/country for the card?

they're essentially the same cpu, except the 8086k comes out the box 300MHz faster, and is supposedly a better bin.
it is also *almost* roughly equal "value for money" considering stock clocks, also depending on the specific price you're getting on them.
EDIT: in case my statement is unclear: based on the numbers on paper, the 8086k is better.

The 8086K is a binned 8700K so it'll be able to perform leaps better than the regular 8700K. The 8086K is essentially a silicon lottery win.

You don't NEED to for the system to continue to function but its highly recommended since you would introduce air bubbles that can impede the heat from traveling to the heatsink. It is a good temporary solution though until you can get thermal paste, but you may notice higher temps

Releasing storage space by removing large apps and media would never help battery life, certain large apps may keep the CPU awake but thats something you monitor instead of assuming because its a big app.

It lists V-sync, G-Sync etc.. at the end of a FireStrike and shows you whether they were enabled or not during the test.
Your monitor likely says Freesync enabled in the menu but it most likely is not functional, since you're using a 1060.

You dont need anything fancy. i have a WD Blue 1TB that works perfectly for performance and I cant hear it at all. Ya might get an extra mmph out of a WD Black but I really dont think it matters much. I do notice that 3.5" HDDs are faster than 2.5" HDDs
