Cpu fan jittering but not spinning

So for a year and a half or so ive had this stock Intel cooler, works fine, one day i look through my see through side panel aaand notice it's not spinning, just kind of jittering, i blow some compressed air on it and give it a little manual spin to see if anything's clogging it, no problems, start the computer back up, still jittering, is it completely busted or what?

Sounds like a power issue with the fan, perhaps try another fan header or another fan in the CPU header

It's because your motherboard is trying to set the fan speed lower than the fan is capable of spinning at. Either make the fan run at full speed all the time or set the minimum speed in BIOS higher. For example in my BIOS the CPU fan speed goes from 0% duty to 100% duty. While at 0% the fan shuts off. Every fan has it's own minimum requirements voltage/current requires to spin so just set it higher.

Only have one 4 pin cpu header, the other is a 3 pin and the fan it has uses a 4

Why would it have been fine before though? I haven't messed with the bios in a long time.

If your CPU temp drops below a certain point it may try to shut the fan off. Maybe you changed something and forgot. Either way I'd recommend buying a cheap but better cooler such as a Hyper 212 anyways since intel stock is not even worth it's own weight. Also depending how old the fan it there coudl be an issue with the bearings starting to fail or something. Fans do wear out after all.

Also i will make a note the i have since removed the heatsink from the cpu to inspect and im wondering since i don't see proper responses anywhere, i don't have any thermal paste on hand, do i need to clean and reapply thermal paste to put the heatsink back in place?

You don't NEED to for the system to continue to function but its highly recommended since you would introduce air bubbles that can impede the heat from traveling to the heatsink. It is a good temporary solution though until you can get thermal paste, but you may notice higher temps

Yes you have to replace it after you remove the heatsink. Some will say it's fine if you don't but they're wrong. The reason you want to replace it is because when you reapply it the unevenness of the paste can create air gaps that will significantly reduce the thermals pastes ability to transfer the heat away from your CPU. So yes replace the compound. If you're really in a pinch tho maybe you can get away with not doing so but please don't do that on any high TDP cpu as it will definitely overheat.

So I just booted up and checked the mother board settings for CPU fan usage and it's set to full on so I do not think it is because of the fan speed settings

I also tried using a different fan header And it still does the exact same jittering as it did before

You did say that when you tried to give it a manual spin that it had next to no resistance?

Seems like a dead fan in that case. If the cpu is still under warranty, you can get a replacement from Intel. Otherwise, you'll probably have to buy a new cooler.

That is correct it spun fine by hand but jitters when connected to the pc.

Also i wanted to shoot out if i were to get a new cooler, it's there anything specific i need to look for besides socket type? I don't think the tdp matters since a stock cooler was sufficient before.

Make sure that the cooler doesn't interfere with other components like the ram and fits in the case. Are you referring to the system in your sig?

Ah,the  Antec DF-85.

It's a full tower ATX case with a decent amount of height clearance for larger CPU coolers, including something like the Noctua NH-D14 or NH-D15.

 

Here are few budget CPU coolers to look into:

By the way, dist out your computer case!

The amount of dust build-up at the front is pretty crazy...would not be surprised if the Intel cooling fan died because it wasn't getting enough airflow.
