Does it give any other warnings, such as when it does actually start does it display a message like something has been reset to defaults?  I'd lean towards the PSU, but I've had systems try restarting several times before booting due to the system not liking memory or timings, that's why I ask.

Unless you're after some very specific features, then most $100-$200 DACs will do just fine. 
 
For an amp you would have decide if you want to go the tube or the solid state route. 
The Sennheiser HD600/650/6xx all sound really good on tube amps, since their sound can come off a bit sterile and neutered, and a tube amp can help bring some life into them. 

The general differences between them is that basically the higher end you go on the list, the cleaner the DAC is going to be. The higher end DAC will have more detail and with some it will give your sound a wider soundstage.
And you also gain different types of inputs and outputs. The amp improvements are generally cleaner power, more detail and so on, but these improvements are often very subtle.
 
For most people a combo like the NFB 11.28 is more than enough, but ofc that is a solid state DAC and amp. Yes you can get tube DACs.
As Volbet said, they do like tubes, so it might be an idea to look into the darkvoice tube amp and maybe a modi 2.
 
Also you can get gear that cost 5 times as much as the most expensive DAC I recommend

sure. If you want the headphone to be as transparent as they can get you want to go with solid state since they don't color the audio to the same degree.
If you go solid state, then I personally think it is worth spending the extra cash on the NFB 11.28 vs a schiit modi 2 + Magni 2, it is just an amazing combo for the price and it gives you three ways to connect your PC to it, plus a preamp for speakers, so you can control your active speakers' volume with it. You can also do that with the Magni 2 uber, but it is simply not as good of an amp as the one the nfb 11.28 has built in.

It's alive!! I used an old HD4670 to test it since it fits pretty nice, and everything is working as it should. At least I can watch Game of thrones tonight

It's a crock, there's currently no publicly known way to rip a UHD BD yet.  SOMEONE knows, in the last couple of months a few true UHD BD Remux's, even with their full HDR data intact, have been turning up on torrent sites, but HOW these discs are getting ripped is not known and not publicly accessible.  MakeMKV has no means to decrypt a UHD BD, any statement otherwise is false, you can look it up on their website right now if you want to confirm on your own.

So in short, right now, you can't rip a UHD BD, while someone knows how, they are keeping it to themselves and as a result there are no publicly acessible tools to do so.  Someday?  Almost certainly.  Today?  No.  Save your money.

Today I cleaned all of the plastic pieces and started fiting some stuff inside the case. I still have to get some paint to touch up the panels but there isn't much else to do.
