VA only good start from Odyssey Neo G7 and above, not included the 42" version Neo G7.
The rest have ghosting issue, black smearing issue and slow respond time.
For budget, better get IPS.

The LG 27GP850-B also tends to be my mid-range go-to recommendation. It's a good 27" 180Hz 1440p IPS monitor with solid performance in all metrics and no obvious downsides. The only thing that's missing is HDR, but you won't find that in this price range.
If you can find it around $300-350 it's a good buy.

if you have to choose between those monitors you mentioned the LG is the winner
its a good budget monitor 1440p IPS panel with wide color gamut and good picture quality

i recomend an AOC Q27G2S/EU its 165hz 27 no ghosting and it can be vesa mounted

What monitor are you going for? as in display settings?
You see the R9 3900X games the same as a R5 3600 which costs far less, the R9 3900X is a content creation, professional workload CPU not a gaming processor, there's no true gains from a gaming perspective by using it over the much cheaper R5.
It is recommended to look if you can find discounted i7 9700KF and alike which does provide superior gaming performance.
The RTX 2080 Super also brings very little extra performance facing the RTX 2070 Super and RTX 2080 vanilla to where it's a bad money management to consider it... to an extend you either go all in with the RTX 2080 Ti or then get the better value half the price RX 5700XT / RTX 2070 Super... the RTX 2080 Super is kinda on a dead end.

I think only high end Asus ROG Crosshair VII X470 supports this feature. Lowest end Asus boards don't. I might be wrong though. Good way to find out is to look at rear IO. There should be "BIOS" button with 2 arrows in a circle on it with dedicated USB slot.

In that case you can get B450 motherboard. Just don't forget to flash the Bios.
MSI B450 Tomahawk or MSI B450 Gaming Pro Carbon are great options.

Tech for paralyzed people would be a cool vid for those who know someone that is paralyzed.
Background; my dad fell an broke his neck last autumn and is now completely paralyzed from the neck down. That is a huge upset in life for him and for those around him (he used to run his own software company where he was the chief software engineer) and its changes life completely. Fortunately there are some products that are literally life changing for him (example glasses that tracks eye movement so he can use a computer), but its hard to come by good information about products and to get an overview of what is out there. Also what types of products actually exists and product categories.
Might be a small marked for this type of content though, but it is content that is relevant worldwide for tons of people and would have the chance to change the lives for many and also change the way the industry would marked these types of products, and it might hit home to some people that previously did not know about LTT?
I really do believe this is a type of content that could have a big audience worldwide and that could change a lot, and it is an untapped marked to to speak when it comes to product reviews / advertisement...

All of those games are non-current and not demanding, You could get away with anything
If you want to do it cheap, I think a Ryzen 5 1600 (6 core for your adobe work)
8-16GB of ram
(insert random mobo)
and a GTX 1060 or 1050ti would do the trick, and could play much more demanding games
and an SSD for boot drive and to install your adobe programs on
Just my opinion though

The H440 would be terrible for water cooling because of the small side vents at top that neuter any top mounted radiator. I would completely strike that case from your list.
