I Have a really cheap case but i  want some new fans to go into it.The front is 120mm and the back is 92 mm and i also have my cpu cooler-hyper t2 and it has a 92 mm fan a well.

what is the quietest but best fan for the case and cpu cooler.

AFAIK, Noctua makes the best fans.

Look into Deepcool fans. Really good quality, very good performance and very quiet. I have 8x 120mm Deepcool fans in my system and it's extremely quiet, even when they're all running. Check out the TF and GF series they have. As for 92mm, you'd have to go with their UF series (also very quiet) but those have limited colour options. 

 

Most people will recommend Noctua, but honestly they are far too expensive, IMO.

For 120mm, I'm a huge fan (pun not intended) of the Cougar CF-V12HPB. You'll be hard pressed to find a fan that's as quiet AND can push as much air volume for this price.

 

I run 5 of these in my wife's gaming rig: 1x push on my Antec AIO cooler, 2x front intake, 2x top exhaust.

Note: I do not recommend these fans for horizontal mounted situations (like mine above) only because they make a slight grindy noise from a cold start. The noise subsides when they reach full speed, but would avoid that in the future.

If your system can control non-PWM fans, look for 120mm Gentle Typhoon 1850/2150 RPM, they have some of the best noise to performance ratio.

 

I have 4 in my case, on idle I tweaked them to run at 211 RPM. Can't hear a thing.

 

Noctua also make great fans. 120mm NF-F12, and 92mm NF-A9. (they support PWM which is nice)

 

Personally never used NF-A9, I have used NF-F12 before, and they're as good as they the internet say. Even quieter than the gentle typhoon, doesn't have as good noise/performance ratio though.
