Used to abuse a laptop in -20°C (was in car overnight) -> Turn on in warm room. Never had a problem with it. But I still wouldn't recommend doing that. You should definitely let it warm up to room temp and check for condensation before turning it on.

Oh, right! I had to re-read what he was asking. Yeah, if the phone is already programmed to connect to the provider's tower, it should work.

From what I understand it definitely could be a faulty PSU. Best would be to swap that out if you can to test.
Sounds like you went through with a lot of the troubleshooting already.

Change the PSU to a Corsair CXM 450w,550w (Grey Unit) and your first PSU of choice is quite bad

This is probably the biggest danger of not having a ground and can damage computer components.

Check again if sata cables are connected correctly.
Go to windows and wait if there will be some device hardware change and windows updates.
Go to disk manager and see if you can see empty volume there.
If it's a new drive, I don't see any reason why it wouldn't show up in BIOS. It's highly unlikely that you bought brand new HDD and it's not working.
Recheck your sata cables, maybe use differend cable or differend sata slot on motherboard
