    how much budget is left?

cpu wise 5700x3d, shame that theres no tray versions since the tray 5700x is like 2jt cheaper

3090 still fits in the budget if you go for a 5700x though i think a 6900xt for 3.5jt less is abit more reasonable

cooler wise ag620 cause its cheaper than both the peerless assassin and frozn a620, its basically the same price as the peerless assassin se but im pretty sure they perform the same anyways

and if you can return parts id ditch that 650gm for an andyson 1200w px

What do you plan to play with and how good is your motherboard. I personally like option 3 only if base motherboard is good so that down the line you can upgrade to 5800X3D. B550 Steel legend is good, clear upgrade path for the future. Monitor can make a big impact on how much you can enjoy a game, especially single player games.

As mentioned above as well. It would really depend on the games and resolution you would be playing at. So the fastest GPU in the option is the 7800xt. So prioritized getting this GPU to fit your budget. As for the CPU, upgrading from 5600 to 5700x would actually get you around 5-15% average increase, depending on the game. If you play FPS or MOBA games primarily, prioritize getting the better CPU.  But that's on 1080p scenario. If you're planning to play at 1440p, you can get the 5600, so that you can get a better GPU.

If it where me, I would probably get the 5700x + XFX RX 7800Xt Core Speedster Qick. Then, get the cheapest dual tower CPU cooler like the Thermalright Peerless Assassin. Which should be on par with dark rock pro, but only cost less than half the price. With the price difference could actually be added to the CPU so that you can get a 5700x or even 5700x3d. But sometime later, you really do need a higher resolution monitor. As 7800xt and even the other GPU options are overkill for 1080p. The same way as the old GTX 10 series and RX 400/500 series were made for 1080p and overkill for 720p. Even if not immediately, 1440p would be the best pair for those GPU vs 1080p or 4k.

    i'd recommend this:
PCPartPicker part list / Price breakdown by merchant
CPU: Intel Core i5-6400 2.7GHz Quad-Core Processor  ($179.99 @ SuperBiiz) will do better than the i3
Motherboard: Gigabyte GA-H110M-A Micro ATX LGA1151 Motherboard  ($53.88 @ OutletPC) don't pair an i3 with a z170 board, get an i5 and cheaper mobo instead.
    Memory: Kingston FURY 8GB (1 x 8GB) DDR4-2133 Memory  ($35.88 @ OutletPC)
Storage: Avexir E100 240GB 2.5" Solid State Drive  ($54.99 @ NCIX US) store the OS here.
    Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive  ($46.88 @ OutletPC)
Video Card: Gigabyte Radeon RX 480 8GB Video Card  ($239.99 @ SuperBiiz) wait for stock if possible.
Case: Deepcool TESSERACT SW ATX Mid Tower Case  ($39.99 @ SuperBiiz) pretty decent budget case.
Power Supply: Corsair CXM 450W 80+ Bronze Certified Semi-Modular ATX Power Supply  ($49.99 @ NCIX US)
    Total: $701.59

Hi! You'll definitely see an improvement with the 1060 at 1080p. You could also look for a RX 480/470 depending on the games you play, you might save some money that way. It will be a bit less powerful than a 1060 but still enough for 1080p gaming on most titles.

And about bottleneck, it's really simple. It refers to the cases where a component (usually CPU or GPU) is holding back other components because it's simply too slow. Most of the time, people will pair a brand new powerful GPU with a crappy old CPU. In that case, the CPU won't be able to send instructions fast enough to the GPU, leading to a 100% CPU utilization and the GPU sitting at a lower utilization waiting for instructions to arrive. That could cause serious frame dips. But in a "normal" scenario where the CPU is powerful enough to keep the GPU fed with instructions, the GPU will always be the bottleneck, running at 100% trying to send as many frames as possible because it's not limited by the CPU.

It's an oversimplification of bottlenecks, but I hope you get the gist
