Yeah that's doable. I would build this, the main reason being that apart from it being a very good browsing computer, it's easy to upgrade to a workstation, gaming, etc.

Check if she cares about how the PC looks, because that Xion case is an eyesore.

The SuperBiiz link for that Seasonic is wrong, they charge $8 shipping to anywhere so it's actually $39. The Antec 350W that @Aereldor suggested is a fine alternative.

Why don't you start by telling us what country you're in? Prices vary greatly from place to place. You need to tell us where you live if you want actual part recommendations based on pricing and availability.

$200 in parts form the US could cost you another $200 in shipping, so give us your budget in your local currency.

Well do you have any comparison sites? If so (or if not), just find the cheapest h110 (or LGA1051) motherboard, cheapest 4/8GB stick of DDR4 RAM, cheapest (well maybe the cheapest branded) 120/240GB  SSD, cheapest case I guess (but feel free to spend more for better looks) and well even for a PC like this, I can't recommend for you to buy the cheapest PSU...
