Not directly under, but enough to make installation of RAM annoying.
PS. I'm in wrong slot because I moved it to take pic, the correct channel is the 2nd and 4th slot for 2 sticks.

Not sure, also don't know if this is the right board as this is more CPU/Mobo oriented, this might work better in Case subforum but not sure. Anyways.
I'd check your motherboards home-page and get whatever the supported RGB software is, usually thats the best software i'd recommend as other more intensive programs are bloatware that screw up gaming performance, induce stuttering (CAM and iCue in particular) but i don't know that fan, neither what board or the software it offers is and thus its options.
More directly towards your question, i haven't seen that setting used much if at all, usually rainbow is there for advertising what the fans is capable of, how well it displays its color range (some fans are weak with reds, greens etc), i haven't seen any static rainbow setups, at best just slow down the rate they spins/flash.

this is not uncommon behaviour especially in server hardware. im assuming they dont get a pwm signal from the controller and 12v power so they just spin at 100% until the fan controller is booted up.

Hello, I just built a new pc and whenever I turn it on the fans go full speed for 5 seconds and then return back to normal. This is quite annoying for me, because I built my pc for silence and it feels like I turned on a vacuum cleaner for a second. Is there a setting in BIOS to prevent this behaviour? All of the components are new.
MB: Asus TUF B450M Gaming Plus
CPU: 3200G

Honestly, the issue is probably the CPU. The 3200G is actually a Zen+ part, not a Zen 2 part. I guess you lucked out on the silicon lottery.
Yoiu should still try updating the BIOS to the latest version anyway, it can't hurt and might be the cause.

Assuming your board can take 2 more sticks and a total of 16GB or more; yes, that is exactly how you do it.

Basically all IPv4 addresses (across the whole Internet) have been allocated now to ISPs, data centers, etc. So its possible for an ISP to run low on spare ones for their customers. So allowing spare ones to automatically allocate to a new device/MAC address, without freeing up the old one, could be a problem. Thus why they might lock it to the first device you plug in and require a call to reset it.

That's good to hear.
That does make me curious about how your network is setup though. Unless my own understanding is skewed (very likely). If the config file (approving the router) is FOR the router not the modem then I can see how contacting the ISP would be necessary. I'll have to research this more.

you could try, some people like jumping around in larger chunks to narrow down what works then make small adjustments. Or you can try smaller decrements and test for stability at each step.

back on topic, a custom curve is totally fine. You can run your cpu fan at 0% as long as your temps stay in check
