Other people are smart, that's why. Some people on this forum simply post without thinking so as to farm posts. Sad but true. Be careful who you listen to. 1.4v is perfectly fine on Ryzen. You have absolutely nothing to worry about. 1.35v is an old guideline that used to apply to Haswell CPUs for novice overclockers.

Z370 doesn't have an upgrade option beyond the 8700K. If you want 8-core IceLake, you'll need a Z390 board due in the end of 2018

Kaby i5s are a dead end. They're being rebranded into i3s if information so far is to be confirmed. Besides, the 1600(X) already outperform the current i5s in games because modern games use 8 threads/cores pretty damn well and the extra clockspeed on i5s is not enough. This is very evident by the fact that i5s are bottlenecking higher end cards (1070/1080) at 1080p whereas the R5 1600(X) are not having trouble keeping up with those GPUs.
Take it this way, if you buy an i5 now, it's going to be slightly weaker than next gen's quad-core i3s. If you buy a R5 1600(X) now, you're going to have a CPU equivalent to next gen's i5s. (next gen i5s are moving to 6 cores with lower clockspeeds)

The R5 1600 performs almost the same as a i7 7800X in games.
all you need is a decent B350 motherboard such as the ASRock B350 Pro4 or Asus B350 Prime Plus. The R5 1600 has a very good stock cooler

The 580 4GB is an objectively better card. The 3GB of VRAM is extremely limiting in modern games. Some games like Mirror's Edge literally don't allow you to pick maximum settings. Not because the core cannot handle it but because you do not have enough VRAM. And if you go look at HardwareUnboxed's video, you'll see the 1060 3GB is actually on par with the RX 570 and a good bit slower than the 580/480.

Current i5s bottleneck the 1080 quite severely above 60Hz at 1080p. Even the 1070 suffers at 1080p above 60Hz with locked i5s. As GamersNexus put it on WAN show, there's almost no reason to buy a quad-core i5, especially a locked one.

The 8700K is also using the same garbage Thermal paste as 7th gen meaning it will require a very good cooler to avoid overheating. It will also require an expensive Z370 board. In short, it will be about 200$ more expensive if you want something that doesn't melt.

Gigabyte's software is NOT a driver. It's bloatware and it was likely what was causing the problem to begin with. You have to install the driver located on Nvidia's website. And remove Gigabyte's garbage

Though If it's a Pentium or i3 - skip it. Ryzen 3 1200 is a much better offer and at stock it performs similarly to an i5 4570.

Do bear in mind that the desktop CPUs run VERY hot without a delid. Also, the battery life on those machines is not great. (I am assuming the OP wants battery life since he is looking at the XPS series)

If the Network card uses PCIe, then no. Nvidia drivers require each GPU to be running in an 8x PCIe config or otherwise it will not allow you to enable SLI. Additionally, the slow i3 will bottleneck the 970s quite severely making the whole idea of having 2 almost pointless.

I'd strongly advise against buying laptops from Razer as their reputation is very poor among consumers.
Firstly, their QA/QC is horrible resulting in the chances of getting a broken device from the factory much higher. To add to that, the warranty support is practically the worst in the industry meaning when you try to RMA the device, chances are you'll end up pulling your hair out. Some of this CAN be solved by buying from HIDevolution (an intermediary which handles warranty and testing) but that raises costs by about 300-400$ (depending on a few factors).
Secondly, thermals on the RB14 are pretty poor. You're likely going to end up with very high load temperatures and possible thermal throttling. That will inadvertently shorten the device's lifespan.
Lastly, the internal design and layout of the blades has been and continues to be as poor as the components used in them. The power delivery is forced ro run on the brink of overload whenever you decide to game on it and thus the likelihood of it failing is also significantly increased.
TL:DR - there is a reason Razer only offers a 1-year warranty with NO options for insurance or extensions. They have 0 faith in the ability of the device to last past 1 year.

3GB is the bare minimum for 1080p and it still won't allow you to run ultra-high settings. 4GB is recommended as a baseline for 1080p with 6-8GB being recommended for a more future-proof (though I use that word sparingly) purchase.
