It can, but you shouldnt do it.

From intels Ark website you can run "Up to 1x16, 2x8, 1x8+2x4" So the gpu's would only be running at x4, but it should work.

 

Unless you already have two 970's its not worth SLI'ing them, sell your current 970 and buy a single 980 instead.

The short answer, yes.

 

The long answer, as long as the network card is plugged into no an x16 slot, you can run your graphics cards at x8/x8. Otherwise it'll run at x8/x4/x4. But considering its still PCIe 3.0 and graphics cards don't start to choke until about PCIe 1.1 x4 (which is roughly the equivalent of PCIe 3.0 x1), then you won't have to worry about losing performance.

If the Network card uses PCIe, then no. Nvidia drivers require each GPU to be running in an 8x PCIe config or otherwise it will not allow you to enable SLI. Additionally, the slow i3 will bottleneck the 970s quite severely making the whole idea of having 2 almost pointless.

Network card should use chipset pcie lanes so yes, it should work.

You can get like 15 percent performance gain with both, but you get much more power draw and some gains would actually perform worse with sli enabled. Like much worse.
