People like this are disgusting ... But I don't understand why the store didn't stop them ??? They could've easily limited the amount of meat purchased!

Generally speaking no, but under the current circumstances I don't see any reason that such a thing couldn't be temporarily imposed. Stores can always set per customer limits as well, but evidently neither of these things were in place this time, surprisingly.

Nice, a friend told me his Costco had put up signs saying there are no refunds on TP, tissues, wipes and hand sanitizer.

Staff could have enforced it at the register by turning them back, telling them to replace the meat and take respectable amount. That meat will do nothing but go bad. What a waste.
