It seems to be your PC. I honestly could not get any more information from you unless I was physically there. Bring it into a repair shop and ask them what the problem is. But don't tell them to fix it. Then tell me what they said and we'll see what it is from there.

I hear even the quiet SPs are a bit loud. Im thinking the Vardars are the best option for me tbh. They do seem killer, and have a nice look.

So before people start reccomending Noctua NF-F12s, I'm not buying more NF-F12s! My new build is in a more open case and I don't really want to see the ugly brown Noctuas even though they are so wicked in the sound department. Its gonna be in the define R5, and I'm gonna have at least one rad, so I want good static pressure fans for the rad that aren't too loud, and pulling air in the front of the case as well, my only thing is, they need to be black/blue, black/black, or black/grey coloured. So far I've come up with:
 
Cougar Vortex HBD 120MM Black
EK Vardar F1-120
GT AP14/15s (But they are impossible to find here) Slightly under volted Silverstone AP 121/123 BitFenix Spectre Pros (meh) Aerocool Dead Silence DS120   Would love other options, and what will do best for rads/restricted area's while staying as close to silent as possible without deeply hurting performance, I don't mind losing 4C in heat increases, I'm in a very cold room most of the time anyways.  

I figured I'd use the PrimoChill CTR Phase II D5 ready pump/res combo I'm doing my best to keep a pump attached to the res, and still look nice and not blocky, since I want to use the H630 and it has no basement, but how does this look for runs and such?

I don't airbrush for any large surfaces, I airbrush small plastic models, but there is no such thing as "good" and "cheap" when it comes to airbrushing, you could a good airbrush for $150, but a whole kit at 150 is going to give you a very entry level, meh control, meh power compressor. You get what you pay for basically. But if that's your buget, look into the Masters brand budget kits. They are ok. The G23 might be a model that comes in a kit around 150, G22 or 23?

Some guy came into my work today (I work for a shipping company) to pick up a package that had customs duty on it. He asked what it was, so we looked, it was from Pebble, and he was puzzled, he said he never ordered another one, and already had one, and was never charged for 2 or anything. I said he was lucky he could get a 2nd pebble for 30 dollars (the duty that was owed on it), then he said "I don't want it, do you? Just pay the duty and it's yours." I got a brand new Pebble, in box, unopened, for 32 dollars today.

Nobody I'm aware of makes them as a business, but if you go to local metal work shop, I'm sure they'd do it for you, bend the steel, and (maybe) paint it, or you can take it to a paint shop, then back to the metal works and get them to put it in the case.

I can't wait to get my H440 Blue/Black and move my current rig over with some new upgrades. I just love the H440 look so much, beautiful build man.

I would, but there's no other mobos that match my build colour scheme, if there was, I'd do that. But since the money is no issue, I don't want to sacrifice looks if I don't have to. 
EDIT: Actually there is now, the G55, I might do that.

Oh, alright. I really like the look of those AD700x 's I might spring for those 

I must say I  couldn't be more happy about it. I got the Shine 3, with MX Blues, and obvs blue backlight! It's amazing, as loud as I expected too. Which is fine, can be a bit disturbing if I am trying to watch a movie and type up a paper or something, but I'll get used to it in time I'm sure.
 
I just need to get used to the keyboard size now, the keys are a bit different sized from my G510, I'm adjusting well though! After 7 hours of use, I must say, I won't go back to domes again.
