I wouldn't worry about power draw. two other things you should take into account:
1. The 750 is gsync compatible but can't be run in sli (upgrade means replacing)
2. the 270 isn't feesync compatible, however can be run in CF (meaning upgrading with another one is easier you'll just need a decent 700watt PSU).
My advice: If VR syncing is important to you then which one you buy will currently restrict you to that brand in the future, personally I would spend the extra 28 and grab the 270. You will be thankful when your frames stay above 35 in most games.

OT:
1) It is 1.22x as fast, or 22% faster
2) The 270 costs 1.23x as much as the 750 ti for you, which is very similar to the performance ratio. They have very similar price vs performance, but the 270 is better if you can afford it. You should also include the cost of the build, it may only be 5% more for the whole build, but 20% more performance.
3) The 750 ti will use around 180w* under load, while the 270 will use around 240w*. Those don't include overclocking though.
*I think the power draw I looked at included the whole system, not just the gpu. It should be around the same 60w difference though.

I agree with you about the "change of perception" of LinusTechTips. Personally, I was primarily interested (from the beginning) in watching Linus's videos on computer-hardware. I think there were no adds back then because he was doing all the unboxing(s) in NCIX. Anyway, the point is, I think he had to change his aims/objectives/perception (you name it) because he left NCIX and established his own business.
What he and his crew are doing is not easy. He has reached 800,000 subscribers on LinusTechTips and 200,000 on techquikie. This does account to his (their?) success because “he has been making waves” (Anand).
Further, all the videos they publish look like a lot of fun but it’s extremely difficult to prepare. Nonetheless, it has become less-appealing for me (and perhaps to others as well) because there are now less videos about GPUs, CPUs, MBs. But at the same time, I understand why this happened and why they changed their path. The whole world is “engulfed in revolution” about new technology/gadgets and that's what Linus is bringing to the table. I think he is “doing the right thing”. But then again, I always enjoy and learn more from him when he talks about: Intel, AMD, NVIDIA, WD, Seagate, EVGA, XFX, Antec, NZXT, Corsair, Sapphire, ASUS, MSI, Zotac, Kingston, Seasonic, Noctua, Samsung, Apple, gaming, antialiasing, TXAA, FXAA, over-clocking, benchmarks, mechanical-keyboards and of course, all the giveaways.

Both trade blows in some aspects. The i3 will murder the FX 6300 in single-threaded applications which rely on how powerful the cores are rather than how many there are and the FX 6300 will murder the i3 in applications that rely on the opposite.

Both power supplies need to be plug in. The second one needs to be getting power some somewhere afterall.
It is also not recommended to used two random PSUs together, as it may not be design to handle particular loads - particularly PSUs that are group-regulated where the 5v and 12v shared the same regulation mechanism. What happen is that when you put some load on one rail, it will affect the voltages of the other. "Load imbalances" on an irregular setup may cause stability issues due to poor regulation.
Your friend's system isn't particularly demanding, so a 300w can handle a Pentium dual-core and a GPU that doesn't draw more than 55w DC.

760 would be slightly bottlenecked by cpu in cpu heavy games. OC 6300 is a better option, if you are building a pc.
i5 would certanly be better choice, cupled with something like radeon 270 if you have limited budget to work with. between 270 (7870) and 760 is about 90$ - 100$ difference, so yea...
just upgrading?
i know bottlenecking is so tedious expression, and i will rather explain in english language.
If you were to play battlefield singleplayer with this setup i3 and 760 will work togheter nicely.
In MP, because there is much more stuff goin on, i3 can not keep up. It will hold back the gpu.
Cpu will be at full load, gpu not.
