Typically fans will spin at 100% when you first boot up your pc and then throttle down after 30-60 seconds. My guess is that the mobo does this to make sure the fans are working before the pc has a chance to damage itself from overheating.

Saying they're craps doesn't help. At least explain why they're crap.

Install Plex on the system with the files. Follow the plex tutorials, and install the plex app on the devices you want to use. 

840-850 is not worth it at all. Keep the 840 Pro till it dies by then there should be like a 970 pro or some stupidly named thing from samsung out by then.

It will look pretty terrible 32" up close at 1080p, but it should work fine, it wont "lag" but there will be higher latency than a normal monitor
 
if you are not gaming competitively it will be ok - but I would save up and get a proper monitor

You dont need to set up anything on the HDD if its not being used for the OS...

Cat 6 is capable of 10Gbps but only to about 50 meters. Cat 6A is capable of 10Gbps for the full 100 meters
 
Personally I'd go with the Cat 6 cable if it's only $10 more. Couldn't hurt.
 
Faster internet speeds are coming sooner than you might think. I live in Austin, Texas where google fiber is popping up all over the place and even though I can't get fiber to my house the cable company bumped us up from 30Mbps to 200Mbps for free. When Docsis 3.1 rolls around later this year you may not even need fiber to see 1Gbps+ speeds.

Go for the ASUS RT-AC66U instead.
I own one, its an amazing router, absolutely love it.
 
But between the two, I'd go for the RT-N66U, the linksys wrt1900ac doesn't seem to be getting a ton of good reviews, so I'd just straight up avoid getting it.

I'm not a professional, but I would personally be more happy with the build with SLI 980s.
 
Also, My experience with AIO liquid coolers is not incredibly positive. They look nice, but they don't really cool much better than the high quality noctua air coolers and are much louder. They cost around the same though and its completely a personal design choice. I think the AOI liquid coolers look nice, but I would prefer the silence noctua has to offer (plus those look pretty sexy too, minus the fans)
