About 4.65GHz to 4.7GHz, clock for clock, the 6700K is a piss poor improvement over the 4790K. Under a good selection of scenarios, the two chips are equals. It's optimizations in Skylake that give it an edge in some other scenarios.

Visual studio is a big pain in the ass. But when you get used to it it's kinda good.

You can do so much more with C++. Python is for virgins who don't know how to code.

you should be able to run fallout 4 on ultra if not at least high with that i mean my pc isn't much more powerful and i can run at ultra no problems its not as demanding as most modern titles as the engine is like 5 years old 

Get the non K CPU.

Samsung for SSDs. For HDDs, it would depend on the use for the drive. Desktop drives, probably Seagate and NAS/RAID/Specialised drives, WD. 

Shadowplay from Geforce experience is what you are looking for, I know for a fact that OBS can be a big hog on resources. Your ram looks really questionable to me 800mhz?

Oh I see now that you do use Shadowplay, you can stream with Shadowplay both to Twitch and Youtube.

And look up if your CPU, RAM, case is  compatible with the new mobo.
