Different Windows 7 on Amazon...

Hello, I am confused right now because on Amazon there are two different products for Windows 7 Professional. One is over $130 US , and the other is around $90 US. They appear to be the same thing. Neither say they are for refurbished PCs, and both are sold by Microsoft. What is the difference? I would prefer to not spend $40 more on the OS than I have to. I have included links to both below. Thanks.

$130: http://www.amazon.com/Windows-Professional-System-Builder-Packaging/dp/B00H09BOXQ/ref=sr_1_5?s=software&ie=UTF8&qid=1448925533&sr=1-5&keywords=windows+7

$90: http://www.amazon.com/Microsoft-Windows-Professional-Service-64-bit/dp/B004RGZ6KC/ref=sr_1_6?s=software&ie=UTF8&qid=1448926785&sr=1-6&keywords=windows+7

I would prefer to buy it from Microsoft. I know I could save a lot but still...  anyone have an answer to my question? Is there a difference between the two?

The $90 I am not sure if it is sold by Amazon (Others suggest it wasn't). But I would guess that one was a full version but Microsoft did discontinue the retail full version of Windows 7 and now you can only get Windows 7 on a prebuilt machine (Like Dell, HP, Lenovo, Acer). Or you can by the OEM which is the $139 version you showed.

The other link shows $120 price and seller with 67% positive rating. I'd take the higher priced one.
