Laptop Windows?

I have no idea what is going on with this laptop. My dad gave me it because his work gave him a better one and he had no use for it. So I start it up and all and as soon as i get in i go to address some basic PC settings and the settings app instantly crashes.

Whenever I try to access something it says, "Windows cannot access"; c:\Windows\system32\"Whatever I'm trying to do".exe

And it has Win8.1 

 

Use the built-in recovery utility. Hold down Shift and press restart on either the logon screen power button menu or the charms power button menu. Look for a "Refresh" or a "Reset" option. You'll know what you're doing from there.

So I then try to go into task manager and it crashes too, well I then right click on the desktop and go into "Personalize" so I can get to the control panel.

 

Well when I was in the control panel I went to go see If I had any windows updates or if I had restore options and what not.

Thought it was a virus at first, but after a two hour full scan from Windows defender I found nothing.

Also: Maybe might be a hdd error? I'm not sure.

do a clean install of the OS

if it still crashes it probably the ram

That's what i wanted to do, but I can't get that far in either the control panel or PC Settings to do so.

you shouldn't need to

just boot up a usb or dvd from the bios
