Sure. The headroom is being used by games. GTA V is running at around 50 - 80%, with 80% causing 100% usage of my CPU. Adventure Capitalist is running at 40% CPU usage, and Shadow of Mordor is running at 60% usage.

Ah sorry, you said that earlier, I just misunderstood you.

That's really strange.

I'm afraid I can't offer any more advice other than run a virus and malware scan and check they're clean.

If that checks out ok, then it looks like an RMA may be your best option.

Contact intel or the retailer you bought the CPU from to do this.

How?

I am getting stuttering. This is mostly in GTA V. It is so bad that I cannot access the settings without huge stuttering. I am lead to believe it is CPU bound, as when I go into GTA V settings, I get like 80% CPU usage alone from GTA V, and mostly 100% utilization.
