GTA V only utilizing 1 core?

I have been having large performance problems in the game. I take a very large amount of time to load in (SP + MP), and whilst I assumed that this could be normal, it is taking way to long for it too be normal (I am running GTA V off a SSD). When in game, I am getting FPS problems, as well as micro stuttering. However, the game will outright crash if I drive fast through areas. The most telling part is when I press ESC and go into options - I get horrible stuttering. Upon ALT-TABing the game and going into Task Manager, I noticed that I was stressing the CPU heavily. However, the utilisation was at 23%! I have a feeling this means that GTA V is only using one core. If anyone can help me, that would mean a load! My specs are as follows;

 

MSI R9 270 OC, 2GB.

i5 - 4690K @ Stock (3.5gh)

8GB DDR3, 1600mhz RAM.

you could force it to use more cores in amd control panel (I know there is an option for this in nvidia contorl panel so I'd assume there would be a similar option?)

There is no option in CCC for me to do anything of the such.

Settting affinity worked and the CPU usage is better- however, even with the more than capable i5-4690K, GTA V is maxing out my CPU (I overclocked to 3.9 GHz as well). How is it that my CPU is a bottleneck in GTA V, and there is any way I can attempt to fix that?

Its not. Its GTAs fault. Your CPU is fine.

 

What version of Windows do you use? If you use Windows 7 you may benefit by upgrade to Windows 8.1 or higher as typically I found Windows 8.1/Windows 10 runs games better, especially GTA 5.
