Steam.dll Error

Hey guys, today my friend had a problem after updating his steam, he kept getting this error:

Ive tried a few fixes such as manually trying to find the file and editing or replacing it all together, any thoughts on the matter? Thanks in advance!

Does he have any custom steam skins installed?

Try deleting ClientRegistry.blob (make a backup of the file though)
