Performance issues

I have been getting FPS spikes and low FPS in some not demanding games, In example I get 15-70 FPS in Garry's Mod and 100-250 with stutters in CS:GO

I am using an EVGA GTX 970 SC and an i5 4690k Stock clocks atm. H100i cooler, 30-40C Idle, 50-75 while gaming, 16GB Ram. 

I just couldn't find any solution in google, please help D:.

Either Vsync is on or off and you might have one graphic setting up too high or down too low. Usually the stutter happens when you have a setting to high, in gmod when stuff that takes alot of power happen you will lag because your settings are high then when it is over it will no longer be consuming alot of GPU power, the graphics will turn to normal since it is not being to hard on the gpu.(TURN DOWN DEM SETTINGS BRAH)

Whats the usage on both the cpu and gpu during these games? Have you done anything with the drivers? Updated? Rolled back?

Those two games are kicking your cpu's @ss. Do you think the card would react better if you would turn the fans up just a tad?

Also isn't the cpu supposed to boost up to around 3.9? Think something isn't working right, perhaps in the bios or theres a bottle neck.

Regardless of what other people have done doesn't mean youre gonna get the same results. What board do you have? Need to ensure that's its not on some sort of power saving or optimal mode. Make sure the bios is running your rams speed accordingly and if theres an xmp profile.

 

You are either running to much stuff while gaming or theres something wrong with the cpu. What res are you running? Theres no reason that cpu should be getting close to 90% usage.

Regardless of what other people have done doesn't mean youre gonna get the same results. What board do you have? Need to ensure that's its not on some sort of power saving or optimal mode. Make sure the bios is running your rams speed accordingly and if theres an xmp profile.

 

You are either running to much stuff while gaming or theres something wrong with the cpu. What res are you running? Theres no reason that cpu should be getting close to 90% usage.

Extreme memory profile. So from that question I can tell this is gonna be a process. Gotta get into the bios settings and make sure things are running as they should, as the default settings can cause performance issues.

Ye, it's still possible though, I can talk through the phone app aswell, well, I just downloaded Intel Extreme Tuning Utillity, gonna try to do that XMP thing.

Apparently I don't have XMP in my RAM... what should I do?

Your motherboard supports XMP you just need to find it in the bios. Try watching this I think it's the same mobo you have.

I know it does, my RAM doesn't support it though, I looked through the MB manual and saw exactly where it is, and its not there, I did go on advanced mode if you wonder.

I have changed the multiplier to 39.

This is the RAM I have, the NB freq doesn't stay on 3.9 though, is it supposed to go down and up or just stay?

Should change like every frequency. With your cpu at 90% you should be boosting up to 3.9. I would normally say update the firmware for the mobo if needed. Did you install the cpu yourself?
