Should change like every frequency. With your cpu at 90% you should be boosting up to 3.9. I would normally say update the firmware for the mobo if needed. Did you install the cpu yourself?

Yes I did install it myself, I got all the drivers installed, including MB and Chipset.

I did set all of them to 39 :).

Turn the multiplier up to 41, keep the block at 100.0. Check and see if you are running the most current bios for your mobo.

 

After adjusting the multiplier, check cpu usage while gaming. What program are you using for the gpu?

The core clock for the cpu, when you over clock without changing the multiplier that's what you use. Should be set at 100.0 and change the multiplier to 41 or 40. I mean an actual program to control the gpu not just look at stuff about it. As in fan and over clocking control.

I got MSI afterburner and some GPU stress testing programs now.

What do I do now? OC the GPU?

Run the game and play like normal, make sure msi is running. At some point you either need to enable the overlay so you can monitor the gpu usage while gaming or minimize the game and check the usage.

 

Don't oc the gpu or mess with it unless you set a more aggressive fan profile.
