It means to use a special process to re-write the BIOS to the chip. You can also write modded BIOSes to the chip.

to destroy your hardware when something goes wrong.

If one does not fail at times, then one has not challenged himself.

It is a Great way to make some fancy doorstops.

With a modded bios you will be able to push voltages and clocks higher or lower depending on how the new bios looks like.

It depends on your cooling and what BIOS you install.

Here is a guide

Depends on the GPU. Sometimes you can flash a 7970 BIOS to a 7950 and make the 7950 a 7970. As I said above, some BIOSes are modded to rid the limits imposed by NVIDIA or AMD.(for example, how much voltage you can apply).

I have flashed a bios on my old hd 6950, flashed it with bios from hd6970, unlocked some disabled shaders. Carefull with things like that , you may brick your hardware. Always! Always back up you old bios prior upgrade. If your gear has dual bios its even better.280 to 290? I dont think so, could be wrong but more likely from 280 to 280x or 290 to 290x. If im wrong please, correct me.
