Arma 3 way way too low fps

Arma 3 is not greatly optimized. Try letting that one AMD program set your video settings and maybe you'll have better luck.  Also as @FlighterLuid said.

i picked upa new gpu 280 (not x) and im getting 6 fps on standerd?!?! i had 40-20 on high with my old 750 ti cpu- 4130 oc 4 GHz

Your CPU is terrible to the maximum for Arma 3

Yes i tried warframe and i had 100 fps max 70 avg

Try other more CPU intensive games like Crysis 3 or Battlefield 4 if you can. Also try different resolutions and different graphics settings, sometimes ArmA III will do what it wants and will keep you at the same FPS for low as it will for very high.

Even though you have a weak cpu it's more because arma 3 runs worse than gargled ass. AC Unity runs way better if that puts it in perspective. Even on my system I struggle to get decent frame rates, and that's because hardware utilization is terribly low.

Reducing distance rendering and shadows rendering helped me to gain some nice fps.

Your card is tiny little bit better than mine so could be that game runs like shit on weaker cpu's.

Arms 3 is known for its bad performance on most PC setups.

I'm getting 30-70 fps (30 when everybody spawns ar one spot before battleroyale starts) 1600x900 (can't play full screen as I like to alt-tab a lot).

I have high settings I think but could be wrong, deffo not ultra.

BF4 is GOTY no doubt and insanely well optimised,not sure I would recommend using it as a comparison with Arma 3.
