Asus ThunderboltEX 3 errors

So, my friend brought me some things to build a workstation, but after assembling it, everything but ThunderBolt 3 works (System specs: i9 7920x, 8x8GB 2600MHz DDR4 RAM, Asus x299-A Prime, GTX Titan X, Corsair RM850x (2018) Asus ThunderboltEX 3 card, Corsair H100i V2, Samsung 970 Evo, and some more irrelevant stuff. I built one with IDENTICAL specs before, and everything worked, but this time, the thunderbolt card isn't working. I've attached a image of the error I guess. I have not done anything in the BIOS in regards to PCIe. I know the cable was a little stubborn, and a fan cable came undone at some point (I guess when I brought it over to him the first time) so I'll try that if anyone was going to suggest it.  

I need to fix it tomorrow before I get muddled down with school again, so any ideas would help!
