No, My computer room is quite small and well isolated and i hate heat but room temp usually as low as 18°C in winter and 22°C last fall.

At 22°C at idle the CPU run at 24.9°C thats only 2.9°C ∆T

the artic freezer 33 esports one is really good, but more expensive than the coolers listed here

the system now i still just a plan , but i planned to overclock best as posible with considering safety soon after build it .
