Program that lets me take clips from a video file with ease

i have a few video files (1-2hrs long) from where i want to take clips from, lets say 10-30seconds.  Looking for something that will make it super easy (kind of like how on mobile u can crop a video quickly)

 

Main PC: 4690k // Z97 // R9 280 3GB // 8gb Ram // CM Elite 430 Case // 750 EVGA B PSU // 1TB HDD

 

Living Room "Console" PC: FX 8350 // 990a SLI Krait // R7 360 // 8gb Ram // HAF 912 // 750 EVGA B PSU // 1TB HDD

 

Future Plans:

find a 2nd monitor at a pawn shop

Sell/giveaway R7 360, move r9 280 into console PC, buy a better GPU for main PC.

almost any video editing program will do this. i think windows still has a bundled video editor doesnt it?

Sadly no. Windows Movie Maker only came with WinME, XP and Vista. You can download movie maker and live movie maker if you look for them, though. There's probably some free easy to use alternatives out there too.

Hitfilm Express probably. If you'd know timestamps, you could use FFmpeg, a command line solution.
