Because they range from average to crappy, and you definitely do not need 650W with that build. An 8400 + GTX 1070 will draw around 250W under load.

None are great, all those PSU's are not great quality and therefore not worth getting since for the same money you can get a better build quality PSU that won't jeopardize the components in your system. If the PSU fails or has voltage ripples it can damage other components in your system.

 

Go with the Corsair CX450m @Spotty recommended. It is not worth considering anything you listed.

Pointless trying to pick a PSU based on the brand, as each brand usually makes dozens of different PSUs often ranging from absolutely awful to fantastic.

You can check specific models in the LTT PSU tier list...

The Toughpower Grand RGB is okay. Poorly priced, however. MWE Gold isn't bad, either.

 

But there are better options. I'm not going to quote the tier list, I'll give you a tiny list of PSUs I recommend.

 

EVGA G2 - G3 is smaller, but this is arguably an overall better unit over the G3.

EVGA G3 - Don't worry about the users reeing over the protections. They're set high (and low in some cases), but they work.

Corsair RMx 2018 - This and the Whisper M and Formula gold are the best mid-ranged units.

Corsair CX450 - If you don't want to spend much, it's very well built for the price.

BitFenix Formula Gold - Basically a Whisper M, but it's non-modular

BitFenix Whisper M - Excellent all around.

Do you mean it's internally "basically a Whisper M"? Because they're completely different platforms inside, just FYI. I'd also include Corsair TXM if at good price.
