Ok, so if you are limited to VGA, check your monitor setting for Auto-Adjust. VGA is analogues and needs help from the monitor to display thing correctly.

So change it on the border editor on the Nvidia panel in front of you? 

 

Also what language is that?

If you are on VGA: make sure your display is connected via: HDMI, DVI or DisplayPort instead.

If you are on HDMI, then you have an overscan issue. Adjust the overscan setting under the Nvidia Control panel.
