Rx 460 code 43

Hello guys i have bought an optiplex 380 that contained a Core 2 E7500 4gb ddr3 ram and put a rx 460 2gb that requires no pcie connectors in it and it had horrible performance after I updated all drivers it went even play Roblox. (Yes I know some people despise it but I still find fun in that platform) took it all out of the case and have it on an open air test bench put a Antec 500w power supply

I have tried all the following.

Check plugs

Made sure all components are seated

Updated win 10 to latest version

Updated rx 460 drivers

And still gives me code 43 any idea?

maybe try to turn safe boot off? actually works for some non-oem cards
