A friend of mine wants to build a new PC as cheap as possible for some basic video editing and a few games at least at medium settings. I'm more into the high specs gaming PCs so I have no idea what would be cheap and good enough for what he needs. What would you recommend?

You can get a used optiplex for like $250 or less that comes with an i7, mobo, ram, PSU, case, maybe even a HDD.

full budget route would be 2400g+8gb ram (still get decent ram for ryzen)

As for a new PC, I think either a R3 2200G or R5 2400G would be a great choice. Decent CPUs for rendering and iGPU capable of playing quite a lot, so no need to do discrete GPU.

Bang for the bucks right now i would look for a AMD Ryzen R5 1600 or 2600 usually they are cheap enough and plenty good.

I'll ask him how much he's willing to spend as I don't remember right now, I'll check the prices of those Ryzens for now and check back here in case there's budget for something better as prices here in Argentina are a bit chaotic. Thanks everyone.
